@ Ken - not frost I'm afraid. This is a groyne made of a geotextile fabric and filled with sand - i.e. a huge long sand bag. I have necer seen these before. You can just see one of the "lids" on the top where the sand is pumped in. I have a series on Flickr which show them more clearly. Thanks for your comment. Cheers, Ross.
